Files with a 264 extension are usually generated by programs used to copy or convert videos.

These 264 files store the video data in a raw format before it is used for the conversion or copying process.

In other words, 264 files are intermediate or 'interface' files that lead to a final output format.

264 files follow the H.264 video compression standard, that's where the extension comes from, and can be converted to other video formats, including different or new encodings, however the encoding method is MPEG-4.

These files are also used as transmitters of bits associated with said compression.
