A file with the GBA extension, according to its acronym, is used as a Game Boy Advance ROM file, making it an exact copy of a Game Boy Advance video game.

GBA files are specifically used to play with an emulator on a PC, it is a copy of the read-only memory chip in the console, therefore it is considered a backup file.

As a technical comment, GBA files are copies of ROM chip bank binary dumps installed in actual cartridges.

This GBA extension is not unique, that is, Game Boy Advance games can use other extensions such as GB or AGB, however, its working principle is the same as GBA files.

In legal terms, using GBA game images is controversial, as it would be infringing copyright, since they are binary copies of a product owned by Nintendo, however, a number of pirated GBA games are still accessible to the public on Internet.
